Antony Ludo, a middle-aged, somewhat cynical investigator working for the Central Research Unit (a fictional watchdog agency for the British police), is tasked with investigating allegations of high-level corruption and "bent" coppers within the CID (Criminal Investigation Department). The plot kicks off when a former policeman is found dead under suspicious circumstances. As Ludo digs deeper, he uncovers a conspiracy involving a ruthless criminal syndicate and several prominent police officers who are protecting them. The "Hangman" refers to a mysterious figure within the force who is effectively "executing" those who might expose the truth.
